Mr. Barker has been practicing in Idaho since 1982, and is one of the three founding partners of Barker Rosholt & Simpson, LLP. He has been recognized as a "first class lawyer renowned for his experience in water law" by Chambers & Partners. Mr. Barker is listed in Mountain States Super Lawyers for his expertise in Energy & Natural Resources. The American Lawyer, Corporate Counsel have rated him as a Top Rated Lawyer in Construction Law and a Top Rated Lawyer in Energy, Environmental and Natural Resources. Mr. Barker has participated as counsel on many influential Idaho reported cases in the areas of construction law, water law and environmental law. He has been counsel in superfund litigation, insurance coverage litigation, water rights and right-of-way litigation, environmental permitting litigation and construction dispute litigation. Notable achievements include serving as counsel to the Boise Project Board of Control and its constituents irrigation districts and helping to guide them through the process of developing and constructing the Arrowrock Hydroelectric Project. He has worked on development of many other hydroelectric projects, both in Idaho and in other states.

Mr. Barker was appointed by Governor Otter in 2013 to serve on the Idaho Water Resource Board.
